Project Summary:**

“Afghanistan's Measure for Accountability and Transparency” project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project will work closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms will include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project will also promote better communication of these reforms to generate more public trust in government. In addition, civil society, business and the media will play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

Position Summary:

The Chief of Party (COP) provides technical leadership and administrative oversight of the project. The COP is responsible for the day-to-day management of the project, ensures the project is progressing appropriately and meeting its targets, and serves as the principal liaison to USAID, other donors and the Afghan government.

Responsibilities:

• Managing and coordinating activities as set forth in the approved technical approach and

work plans;

• Maintaining contact with GIRoA anti-corruption and public service delivery institutions,

CSOs, donors, and other stakeholders relevant to this activity to coordinate activities and

information exchange;

• Designing and managing necessary capacity assessment and capacity development plans

for GIRoA anti-corruption and public service delivery institutions and CSOs at the national

and local levels;

• Designing and managing M&E activities, including conducting required assessments and

obtaining customer feedback from stakeholders (male and female) at the national and local

levels;

• Preparing terms of reference and identifying specialists, including, as appropriate, for work

performed by contractors, consultants and other entities;

• Coordinating short-term consultancies;
• Ensuring compliance with all USAID policies, including gender and sustainability guidance, and reporting requirements; and
• Managing finance, administrative, and logistic operations at its main and regional offices in Afghanistan.

Qualifications:

A high degree of demonstrated technical expertise combined with extraordinary communication and management skills are essential for this position. The COP must have the following minimum set of qualifications:

• Fifteen years of progressively responsible professional development experience, a

significant portion must include managing international anti-corruption projects in a

developing country, of which a minimum of five years is general management experience;

• A J.D., L.L.M., Ph.D. or MA in management, international development, or a related field

of study is preferred;

• Demonstrated experience in institutional capacity development and in working effectively

with a broad range of counterparts, including high-level government officials and CSOs;

• Experience managing similar projects in challenging development and security

environments; and

• Strong communication skills, including interpersonal, written and oral English, to fulfill the

diverse technical and managerial requirements of the Project and to coordinate effectively

with a wide range of stakeholders.
