Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year performance management support contract – PERFORM to Management Systems International (MSI). Under PERFORM MSI provides monitoring support, evaluations, assessments, and learning support services to USAID. These services provide evidence-based data and information and high-quality analysis that USAID program managers use to target resources and inform project design and implementation to improve project results and achieve objectives.

Position Summary:

MSI is seeking for a short-term Team Lead / Education Specialist who will lead a five-member monitoring team comprising of four (4) field researchers and one (1) data analyst to conduct the anticipated performance monitoring of Pakistan Safer School Program (PSSP).

The PSSP promotes Disaster Risk Resilience (DRR) and school safety program interventions. It consists of an integrated package of two program areas on:

  • Component A: Disaster Risk Resilience (DRR), and
  • Component B: North Waziristan (NWA) Humanitarian Response.

Under component A, the overall objective of the project is to increase and sustain equitable access to education in 13 districts and in 199 schools with emphasis on building their capacity on DRR in Khyber Pakhtunkhwa (KP), Sindh and Baluchistan. Under component B, the objective was to continue education access for Internally Displaced Persons (IDPs) children from NWA in KP and Federally Administered Tribal Areas (FATA) in about 1,400 schools. The focus is primarily on primary and basic education with an emphasis on gender equity. The component B has already ended.

This is a part-time position and the anticipated duration of the assignment is from February 2019 through June 2019.

Responsibilities:

  • Review all relevant program documents required to understand the assignment;
  • Provide technical direction throughout the planning, execution and reporting of the assignment to the team members;
  • Lead a Team Planning Workshop (TPW) in Islamabad to develop and review the assignment's purpose and methodology;
  • Lead the development of Monitoring Implementation and Analysis Plan (MIAP).
  • Lead the designing of instruments for individual interviews, verification and observation checklists;
  • Review the filled checklists and interview notes submitted by field researchers and provide them feedback, if required.
  • Conduct spot-checks to ensure good data quality is meeting the desired standards;
  • Lead the report writing in consultation with assignment manager and the data analyst;
  • Prepare for and lead a debriefing session with USAID/Pakistan on the findings, conclusions, and recommendations; and
  • Undertake other tasks required for the successful completion of the assessment.

Qualifications:

  • Master's degree and five (5) years of experience as a Team Lead of multiple USAID and other donor funded projects/ activities;
  • Experience designing protocols for and administering/ moderating key informant interviews and observation checklists;
  • Able to work with and motivate team members to contribute their expertise to the assignment, share equitably in completing the work, and deliver high quality products on time;
  • Strong English verbal and writing skills;
  • Experience working in the education sector;
