USAID/Bangladesh Obirodh: Road to Tolerance, Dhaka, Bangladesh

Project Summary:

The purpose of USAID's Obirodh: Road to Tolerance Program is to identify and implement small grant activities that understand and challenge the drivers of violent extremism (VE) in Bangladesh. The program is built upon an active learning model that applies research and pilot community programs to test the existing thinking on how to prevent and counter violent extremism (P/CVE) to determine which approaches are most suited for Bangladesh. Although there is a growing body of PVE and VE research and literature, there is limited knowledge and understanding about the specific emerging trends and drivers within Bangladesh. The research will contribute to the design of pilot activities that will remain fast, collaborative, and innovative in addressing VE in Bangladesh.

The program initiated in the fall of 2017 and scheduled to end by the end of 2020. During the final half of implementation, Obirodh intends to focus working closely with local civil society organizations and government counterparts to enhance local understanding of VE and improve their capacity to independently prevent the spread of VE in Bangladesh.

Position Summary:

The full-time Operations Manager will oversee the effective and efficient operation of finance, office administration, grant/activity management, human resources, security and logistics and procurement functions, ensuring these functions are fully aligned with programmatic priorities and objectives. The Operations Manager must ensure smooth office operation as well as grants/activity and financial management of the project.

Responsibilities:

The Operations Manager's responsibilities will include, but are not limited to the following:

  • Oversee procurement of commodities, lease office space in line with USAID, contractor and U.S security regulations.
  • Oversee grants/activities in compliance with MSI and USAID policies and regulations and monitor grant implementation and ensure accurate financial management.
  • Monitor grantee worthiness and ensure that all procurement processes are perceived are transparent by beneficiary communities, while assuring fair and transparent procurement processes.
  • Provide oversight to administrative aspects of project including procurement, human resources, accounting, and IT systems.
  • Ensure that project implementation is compliant with USAID regulations and procedures and the specifications determined in the Scope of Work .
  • Supervise a team of local finance, grants, procurement and administrative professionals.
  • Provide capacity building and mentoring, when necessary.
  • Contribute to the overall program planning, monitoring, and reporting.
  • Coordinate communication with project partners.
  • Support the COP in budget planning and grant/activity monitoring.
  • Serve as the main point of contact for all human resource issues for the project and is in charge of the day-to-day field presence in the areas of operations .
  • Oversee all administrative, procurement, logistics, travel, and protocol systems.

Qualifications:

  • University Diploma (equivalent of a four-year degree)
  • Minimum of eight years of experience with complex, high-speed and challenging field operations in developing countries with at least two years of supervisory experience.
  • Minimum of five years of experience managing a procurement team and knowledge of USAID regulations and rules for procurement.
  • Experience with grant making, preferably in-kind and small grants.
  • Commitment to best practices in procurement and preventing and detecting fraud and conflicts of interest.
  • Experience in the hiring and supervising of personnel and training staff to fulfill operational responsibilities for project implementation.
  • Experience with international donor program's policies and procedures in regards to financial management, financial reporting, procurement processes, systems, and grants management.
  • Complete fluency in written and oral Bangla and English.
