Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary

MSI is recruiting for a short-term field researcher/data analyst for performance monitoring of Merit and Needs-based Scholarship program.

The team will monitor the Merit and Needs-based Scholarship Program that provides scholarships to academically-qualified Pakistani students who, without financial assistance, could not afford a university education. These scholarships are managed at the institutional level and provide full tuition and stipend to competitively chosen individuals to study for a Bachelor's or Master's degree at one of 30 HEC-approved Pakistani universities.

The duration of the assignment is from December 2018 through January 2020. This position will require full-time commitment as per the schedule of activities and assignment workplan .

Responsibilities:

  • Participate in a Team Planning Workshop (TPW) in Islamabad to understand the monitoring purpose and methodology, data collection instruments, data collection and analysis plans;
  • Assist in drafting data collection plans;
  • Responsible for participating in key informant interviews, focus group discussions and completing observation checklists;
  • Responsible for taking comprehensive and high-quality notes during interviews and transcribe and translate notes in English in accordance with the required format;
  • Support in document review and online research relevant to the project;
  • Write minutes of the meetings wherever applicable and submit them to the Assignment manager;
  • Amend/improve translations/transcriptions in line with feedback provided by the education specialists/assignment manager;
  • Data entry within two days of data collection as per the instructions of the education specialist and the assignment manager;
  • Clean, code and analyze qualitative and quantitative data as per the instructions of the education specialist and the assignment manager;

  • Support the education specialist in coordinating field activities;

  • Ensure that all data collected is uploaded and available in required formats;

  • Undertake other tasks as assigned by the assignment manager and the team lead for the successful completion of the study.

Qualifications:

  • At least a Master's degree in a related field;
  • A minimum of three (3) years of experience in qualitative and quantitative data collection;
  • Excellent MS Excel skills required;
  • Willingness and ability to travel within the country;
  • Knowledge of Stata/SPSS or a statistical software package is necessary;
  • Excellent analytical and personal communication skills;
  • Fluent in written and spoken English.
