Field Researchers, Study to Assess Programming Opportunities in Newly Merged Districts of KP, Performance Management Support Contract (PERFORM), Pakistan

Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking Field Researchers for a study to assess programming opportunities in the newly merged districts (NMDs) of Khyber Pakhtunkhwa (KP). The study will help USAID/Pakistan design and implement activities that will contribute to building peace in vulnerable communities in NMDs of KP province. This in turn will enable USAID/Pakistan to continue to provide the Government of Pakistan and other government stakeholders with concrete feedback about the programs impact. The study will cover all the seven newly merged districts of KP, namely Bajaur, Mohmand, Khyber, Orakzai, Kurram, North Waziristan, and South Waziristan. The data collection will consist of reviewing documents and key informant interviews conducted in Peshawar and Islamabad.

The evaluation is expected to start in December 2018 and end in March 2019. The anticipated level of effort for field researchers is approximately 48 days. The team will include a team leader, two sector specialists, two mid-level researchers and other support as needed.

Responsibilities:

In collaboration with MSI staff and subject matter experts, the field researchers will:

  • Participate in the team planning workshop and data rehearsal sessions.
  • Contribute in the development of data collection instruments, data collection plan, and plan analysis
  • Assist subject matter experts in conducting interviews, taking interview notes and preparing detailed notes and/or transcripts in English.
  • Participate in data processing and analysis sessions.
  • Any other task related to the assignment and the position.

Qualifications:

  • An experienced social science researcher with fluency in qualitative data collection methods.
  • At least a masters degree in social science, journalism or other relevant field
  • and at least five years of professional experience.
  • Fluency in speaking and reading Pashto language is preferred.
  • Excellent communication skills, especially in written and spoken English.
  • Ability/willingness to conduct field work in field areas.
