Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives .

Position Summary:

MSI is seeking Subject Matter Experts for a study to assess programming opportunities in the newly merged tribal districts of Khyber Pakhtunkhwa (KP). The study will help USAID/Pakistan to design and implement activities that will contribute to building peace in vulnerable communities in tribal districts of KP province. This will enable USAID/Pakistan to continue to provide feedback on the programs impact to the Government of Pakistan and other government stakeholders. The study will cover all the seven newly merged districts of KP, namely Bajaur, Mohmand, Khyber, Orakzai, Kurram, North Waziristan, and South Waziristan. The data collection will consist of reviewing documents and key informant interviews conducted in Peshawar and Islamabad.

The study will begin on November 26, 2018 and finish by the end of February 2019. The anticipated level of effort for the Subject Matter Experts is approximately 60 days. The Subject Matter Experts will report directly to the study team leader. The assignment team will include a team leader, subject matter experts, local researchers, and other support staff as necessary.

Responsibilities:

The Subject Matter Experts will support the Team Leader in managing the assignment activities. In collaboration with MSI staff and team leader, they will:

  • Conduct background research including, reviewing documents, reviewing local and international media on issues pertaining to conflict and stability in the context of the tribal districts of KP
  • Prepare notes, summarize and analyze research content
  • Participate in a team planning workshop and data rehearsal sessions in Islamabad
  • Contribute to developing data collection instruments, plan, and plan analysis
  • Conduct interviews and prepare detailed notes and/or transcripts in English
  • Participate in data processing and analysis sessions.
  • Present the findings and conclusions of the conducted research to USAID/OTI and its implementing partners.
  • Provide extensive inputs in preparing the research report, including drafting sections of the report.
  • Any other task related to the assignment and the position as directed by MSI/PERFORM or the team leader.

Qualifications:

  • At least a masters degree in social science or other relevant fields and a minimum of 10 years of relevant professional experience.
  • Extensive experience in social science research and familiarity with conducting qualitative research methods, including analysis of qualitative data.
  • Demonstrated research experience with issues related to conflict and stability in the context of the tribal districts of KP.
  • Excellent communication skills, especially in written and spoken English.
  • Ability and willingness to conduct field work.

Conflict of interest in this context includes, but is not limited to: close and/or family relations with the individuals that are related to the project, financial interest in the implementing organization(s) or grantees, current or previous experience with the project being evaluated or the USAID requesting office, etc.
