Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine

Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:

The SACCI project provides support to several governmental institutions including the Ministry of Infrastructure of Ukraine (MIU), Sumy Oblast State Administration (SOSA) and the Ministry of Health (MOH).

In June September 2018, MSI commissioned development and piloting of a methodology for comprehensive assessment of authorized units for corruption prevention (AUs) in governmental institutions and conducted such assessments within MIU and SOSA to probe the methodology. The following aspects were assessed: (1) compliance of AUs with the Ukrainian applicable legislation and requirements; (2) effectiveness of the AUs operations; (3) capacity, skills, resources, and needs of the AUs to carry out their functions. As a follow-up to the initial pilot, and at the request of MOH as the project beneficiary, SACCI will conduct such an assessment with this Ministrys AU in November December 2018.

The assessment of MOH AU should not only appraise the performance and elicit challenges within the unit per se, but also determine the AUs capacity to guide, mentor and supervise AUs at institutions that are under the administration of / within the purview of the Ministry.

The final assessment report should contain clear and practical recommendations to strengthen the capacity and the effectiveness of the AU at MOH, including its role as the center of excellence for other AUs.

Expected level of effort is up to 25 days.

  • Assessment report on the AU of MOH ( with practical recommendations for strengthening AU and improving their operations;
  • Backup information collected during the assessment, which includes but not limited to responses to questionnaires and statistics (if applicable), interview notes, lists of specialists interviewed, and other supporting files that substantiate the findings and recommendations in the report.

Deliverable #2

  • Presentation of the report to the MOH AU and incorporation of any substantive changes into the final version of the report and recommendations.

Qualifications:

  • Specialist/Masters degree in law, political science, public policy, public administration or other relevel field;
  • Over 7 years of experience in anti-corruption, transparency, and integrity in the non-government (international) or government sectors;
  • Experience in developing and implementing assessments of institutional capacity and operations;
  • Demonstrated ability to work with social research methods, including work with focus groups, questionnaires, and summarize the findings into reports and analytical papers;
  • Demonstrated ability to moderate events and conduct interviews on sensitive issues;
  • Excellent organizational skills to meet deadlines;

  • Prior experience with USAID-funded projects is preferred;

  • Fluency in Ukrainian and Russian required. English language knowledge is an asset.
