Procurement and Operations Specialist, Sexual and Gender Based Violence (SGBV) Project, Iraq
Project Summary:**
MSI is designing and implementing a pilot program to develop a model for holistic support to Sexual and gender-based violence (SGBV) survivors in northern Iraq, particularly Nineveh province with possible extension into other regions, in partnership with existing community structures. The project aims to strengthen the legal, health-related and psycho-social services for survivors of SGBV.
*This is a local position for Iraqi Nationals only. The position will be based in Erbil.**
Duties and Responsibilities:
The Procurement and Operations Specialists primary responsibilities are to provide operational and logistical support to field staff in order to ensure the success of project activities. The ability to follow directives as well as take initiative is necessary for success within this position. The incumbent will report to the Deputy Field Representative.
The Procurement and Operations Specialist will be responsible for:
Logistics and Security Liaison:
- Arrange accommodations and office space for expatriate and national staff.
- Coordinate with the Field Program Representative, Deputy Field Representative and Home Office in analyzing and assessing security situation and threats in the areas of operation and ensure that appropriate measures are taken for safe operations, including coordinating movements.
- Work closely with the Home Office Project Managers to provide assistance to expatriate staff, from their deployment until their repatriation.
- Organize and arrange reception of expatriate staff including: airport pick up, security briefings, badge print, visa requests, work permits, office assignments, living quarter arrangements, and orient them to field life.
- Provide departments and staff with the necessary documentation and forms.
- Coordinate and arrange high-profile security movements and track staff movements.
- Coordinate and prepare meetings, workshops, and trainings as needed.
- Non-expendable (NXP) and Expendable (EXP) property management: - responsible for the accurate inventory control of EXP and NXP property. Oversees property disposal actions. Accurately completes reporting requirements on property management. Initiates procurements to meet USAID requirements for NXP and EXP.
Visas/Badges
- Prepare visa and work permit documents for expatriate staff and follow up with Immigration Office to obtain visas and work permits.
- Update senior management on new rules and regulations for Iraqi and Kurdistan Visa Law.
- Liaise with points of contact at the MOI, BIAP and EIA in order to stay up-to-date on new procedures surrounding domestic and international travel and visa regulations.
- Maintain accurate and up-to-date office records (visas, passport copies, badges, etc.), digital or hard copies, in an orderly manner.
Events
- Create and prepare Purchase Order requests for purchasing consumable items (kitchen and stationery supplies).
- Organize workshops, trainings, meetings as needed.
Travel
- Meet new expatriate staff, orient them and make sure they have reasonable living quarters.
- Coordinate, track and follow up on staff travel.
- Purchase tickets for domestic travels, fill in the required travel forms and obtain the required approvals.
- Manage hotel reservations for staff traveling to Baghdad to attend meetings and STTA staff in Erbil.
- Print business cards for staff.
Procurement
Oversee all procurement activities and complete month end reconciliations.
Develop and maintain an efficient and cost-effective procurement system.
Ensure that the procurement activities conform to USAID rules and regulations, as well as Iraqi laws.
Coordinate with the Accountant in monitoring the project budget against expenditures.
Maintain proper documentation.
Send contracts and purchase orders to the home office to be verified and reviewed by the CA.
Follow up with the completed PO and make sure not to exceed its validity and the proposed budget.
Maintain proper filing for the received offers and share it with the Accountant.
Receive the Procurement Requests; check if they have the proper signatures and put them in the purchase schedule.
Arrange for delivery of items.
Manage last minute requests that cannot be avoided.
Continually work to improve interactions with all project teams to facilitate timely receipt of procurement requests and proper documentation.
Carry out other tasks as assigned by the Supervisor.
Qualifications:
- College degree is preferred.
- Five years of progressively responsible experience in procurement and operations.
- A good working knowledge of USAID procurement regulations and local market conditions and procedures is required
- Excellent knowledge of English language.
- Experience working on USAID projects.
- Ability to communicate and respond to a number of internal and external stakeholders.
- Ability to identify potential problems before they occur.
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
- Able to deliver effective results, meet tight deadlines and targets.
- Computer skills, including internet navigation, and various office applications.
