Communications Manager - Energy Security through Competitive Energy Markets (ES-CEM), Ukraine
Project Summary:
USAID/Ukraine Energy Security through Competitive Energy Markets (ES-CEM) is USAID funded project operating country-wide with the mission to enhance Ukraines energy security, to improve the energy legal and regulatory environment and to increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain countrys democracy. ES-CEM will work closely with the Government of Ukraine (GOU) and the National Energy and Utilities Regulatory Commission (NEURC) to correctly implement EU directives-based and competitive energy markets. By doing so, Ukraine will facilitate private sector-led energy investments, increase renewable energy generation and provide secure, reliable, and affordable energy for all Ukrainians.

Position Summary:
The project is seeking The Communications Manager. This is local, long term position, based in Kyiv, Ukraine. The Communications Manager with the support from the COP, Technical Director, Strategic Communications component leader, Capacity Building Specialist, Dixi Group, KERI, UCMC and others, will provide project communications support.
Responsibilities:
Work with Technical Director and Strategic Communications component leader to create a strategic communications plan and long-term communication campaign, which will further inform the below efforts.
Increase coordination among other relevant donors programs in Ukraine. The Communications Managers focus will on the communications and outreach components of this coordination.
Establish a process for consultations and dialog among key stakeholders. The Communications Manager will work closely with the Events and Social Media Specialist on this workstream. Of importance will be maximizing the number of organization/stakeholders in these consultations and dialogues. Additionally, the number of such consultations and dialogues will be a priority.
Increase awareness/understanding of energy sector reforms among the general public. The Communications Manager will be the lead on press engagement and will work closely with the Events and Social Media Specialist on this workstream regarding other approaches including events and social media. An assessment of the media (environment, public opinion and stakeholder perception gaps) will be carried out to the degree possible without using a media research and polling firms.
Increase engagement with academic institutions in the reform process, possibly through events/dialogues and/or online content creation.
Qualifications:
- Degree in social sciences or related field.
- Minimum three, preferably more than five years of experience conducting communications work for an international donor project
- Strong practical experience in communications management
- Preference for past work related to the energy sector
- Ability to work in a team environment.
- Ability to produce high quality work under deadlines.
- Strong organizational, coordination, and interpersonal skills.
