Proposal Summary: **

The goal of the Up to Youth project is to empower Kosovo youth vulnerable to social exclusion by mobilizing and engaging them in meaningful activities, and to increase youth resilience to social exclusion and violent extremism.

Position Summary:

MSI is seeking multiple Senior Program Officers (SPO) who will be responsible for developing and implementing activities to mobilize youth for positive change; strengthening their life/soft skills and economic development; and/or fostering networks to empower youth. The Senior Program Officer (SPO) will work closely with program leadership and the operations team, providing technical oversight of activity design and implementation, as well as direct technical assistance, support and capacity building to potential partners and grantees. S/he will develop and maintain project relationships with youth, key partners, local officials, community leaders, and other key groups. Responsibilities include:

  • Identify target youth, communities and stakeholders where program objectives will be implemented.
  • Lead and contribute to analyses, problem identification and activity implementation for programming, in coordination with the COP and DCOP.
  • Provide technical leadership to accomplish project objectives, including when needed the design and delivery of technical assistance, coaching, or training.
  • Work closely with the M&E Officer to ensure that activities align with the program's strategy and verify that the monitoring plans provide relevant information for program reporting.
  • Work with target groups to conceptualize and develop activities; potentially implement small grants.
  • Contribute to writing reports on program activities, annual reports, and final report.

Qualifications:

  • Bachelor's degree in economics, social science or related field, Master's degree preferred.
  • Three (3) years of experience in international development in youth empowerment, economic development for youth, social/civic inclusion, countering violent extremism, and peacebuilding.
  • Demonstrated experience providing technical leadership and/or support to the design and development of relevant program activities supporting youth empowerment, youth-led community initiatives, life/soft skills training, capacity building and/or economic empowerment for youth.
  • Previous USAID experience preferred.
  • Fluent spoken and written English.
