Project Summary: **

MSI will be conducting field data collection for a final performance evaluation of Partnership for Growth (PFG) in the Philippines in September/October 2016. PFG was a bilateral whole of government (multi-agency) USAID initiative that sought to improve coordination, leverage private investment, and focus political commitment throughout both governments to support economic growth and encourage private investment in the Philippines through key institutional and regulatory reforms.

Position Summary:

MSI is seeking a Philippines-based Subject Matter Expert (SME) with professional research and/or project implementation experience in at least one of the following areas: trade, anti-corruption/rule of law, democracy and governance, human capital, regulatory reform and/or other areas related to economic growth in the Philippines, The SME will help support and inform data collection activity in the metro Manilla area as part of research for an upcoming evaluation report on PFG. The expected level of effort is 4-5 weeks: two weeks in the field, as well as pre-trip prep and post-trip report drafting. Data collection will primarily be conducted in metro Manila, with some limited data collection possible in other secondary urban areas in Luzon or Mindanao.

Responsibilities:

  • Develop an in-depth understanding of specific USAID/Philippines programs.
  • Assist in the development and implementation of data collection instruments, analysis and data collection plans, and schedules.
  • Lead key informant interviews with project stakeholders from the US government and the government of the Philippines.
  • Ensure that collected data is accurate and of high quality.
  • Provide regular reporting to the home office on the progress of the evaluation.
  • Participate in final debriefing sessions with USAID/Philippines, including the production of supporting materials such as hand-outs and power-point presentations.
  • Support drafting of the final evaluation report.
  • Participate in activities to ensure evaluation and assessment data and information contributes to USAID/Philippines learning and adapting process.
  • Perform other duties, as necessary and assigned by the Evaluation Project Manager and Evaluation Team Lead.

Qualifications:

  • 5-7 years' Philippines-based experience in one of the following fields: trade/regulatory reform, anti-corruption/rule of law, democracy and governance, human capital, economic growth.
  • At least a master's degree in the social sciences or a related field, PhD degree preferred.
  • Excellent analytical skills, and English oral and written communication skills.
  • Able to work effectively as part of a team of dedicated professionals.
  • The ability to travel in and around major metropolitan areas in the Philippines.
  • Able to work under tight deadlines and produce quality work.
