Proposal Summary: **

The goal of the Up to Youth is to empower youth in Kosovo to promote their own development and become responsible citizens, thereby strengthening their resilience against radicalization to violence. The purpose of this activity is to empower at-risk youth in targeted municipalities to increase civic participation and economic self-empowerment for resilient, peaceful communities.

Position Summary:

The Finance and Administration Manager will oversee the effective operation of finance, human resources, security and logistics/travel functions, ensuring these functions are fully aligned with programmatic priorities and objectives. Only Kosovo citizens are eligible for this position.

Responsibilities:

  • In conjunction with Home Office Program Manager and DCOP, establish and oversee the management of the project financial systems, supervise local office staff (Accountant and Cashier) and delegate work.
  • Oversee payment of local staff, local and regional consultants and related travel and per diem expenses.
  • Ensure availability of funds, manage and reconcile any differences with local currency bank accounts.
  • Review all invoices and requests for payment and draft all payments for approval and signature by Chief of Party (COP) and/or DCOP.
  • Ensure that the procurement and financial procedures comply with MSI and USAID procedures and regulations; advise COP on program policies and regulations.
  • Work with MSI home office on any financial needs or reporting.
  • Represent the program with local administrations (social security, tax authorities, landlord, etc.).
  • Work closely with local authorities to ensure that all required documents are accurate, updated and compliant withlocal regulations and laws governing taxes, contracts, administration and accounting.
  • Ensure project accounting is processed properly in system using appropriate accounting codes.
  • Work closely with local bank staff to ensure accurate records and transactions.
  • Make transactions for corporate account including monthly reporting.
  • Draft wire transfer requests for monthly submission with itemized summary of projected expenditures.
  • Responsible for reviewing and processing travel expense reports for office staff and local short-term consultants, after COP and/or DCOP approval.
  • Oversee in consultation with the COP and DCOP, the ongoing management of office daily financial work.
  • Develop and update current program operations per USAID regulations and MSI policies and procedures.
  • Maintain strong guidelines regarding the use of program assets.
  • Respond to inquiries regarding local accounting and finance policies.
  • Monitor level of effort through review of monthly consultant and invoices handled by field office.
  • Actively contribute to information sharing within project.
  • Perform human resources, logistics and administrative management/duties.

Qualifications:

  • Bachelor's degree in a relevant subject such as finance and accounting, business administration or other relevant area; master's degree preferred.
  • Minimum of eight (8) years of professional experience in international development with at least four (4) years of experience in leadership positions managing development project operations.
  • Three (3) years of experience managing operations and financial administration of USAID funded projects.
  • Strong leadership and communication skills; ability to manage and be flexible in challenging circumstances.
  • Experience overseeing procurements and service contracts in compliance with donor requirements, with knowledge of USAID regulations.
  • English language spoken and written fluency required.
