Project Summary: **
The United States Agency for International Development (USAID), program office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. The Monitoring and Evaluation Support Project (MESP) provides USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities.
USAID/South Sudan will conduct a final evaluation of the Strengthening Free and Independent Media in South Sudan (i-STREAM), implemented by Internews. i-STREAM supports six independent radio stations, provides professional journalism training, funds small grants to local media-oriented partners and serves hundreds of thousands of people living in Protection of Civilians sites with the humanitarian information service “Boda Boda Talk Talk. This study will review i-STREAM program activities and their effectiveness in the current context, as well as i-STREAM's performance in generating a more enabling media environment in South Sudan.
Position Summary:
MSI seeks an evaluation team leader in South Sudan. The team leader will take full responsibility for managing the team, organizing its work, and ensuring quality control and delivery of a final report acceptable to USAID standards. The team leader will participate in the team planning meeting and other preparation meetings, in addition to providing leadership in the creation of evaluation instruments and tools, conducting interviews, providing leadership in report writing and presentations. The proposed dates of the evaluation are from September – October 2018.
Responsibilities:
- Participate in the team planning meeting and other preparation meetings as well as in selection of appropriate data collection methodologies, sampling and creation of corresponding interview instruments.
- Review documents as part of literature review and prepare a summary report of the literature review.
- Manage the data collection process including allocation of tasks to team members and ensuring the quality of the data being collected.
- Conduct interviews with identified respondents including key informants, media and information sector representatives, CBOs, and USAID or others as identified.
- Take leadership in drafting the evaluation report and presentations.
- Lead the drafting of the evaluation report.
- Debrief the wider audience that include, USAID team, implementing partner (s), government invitees, and any other interested stakeholder.
- Lead the finalization of the report by incorporating USAID and stakeholder comments, and submit the report to MSI electronically.
Qualifications:
- Master's degree in media, international development, evaluation economics or related social science, Ph.D. preferred.
- At least eight (8) years of experience in media and evaluation of DRG projects. Previous experience in South Sudan preferred.
- Strong analytical and report writing skills.
- Experience leading large-scale studies.
- Sound knowledge and understanding of USAID programming and methodology.
