Project Summary: **

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide a full range of performance management services to USAID/Pakistan. The performance management support contract (PERFORM) is intended to enhance the Mission's oversight capability, document project and implementer performance, generate data and information to help project managers improve project results through better implementation and design, and provide services that support the Mission's learning and adaptive process, enabling it to better target its programming and achieve its goal and objectives. The performance components will include: (1) Monitoring Services; (2) Evaluation Services; (3) Assessment Services; and (4) Learning Support Services.

Position Summary:

MSI is recruiting for a Statistician/Senior Data Analyst to be part of the PERFORM team. The analyst will work closely with the monitoring, evaluation and assessment teams providing key inputs in designing various types of data collection activities, developing research instruments, and processing and analyzing both qualitative and quantitative data. The tasks assigned will range from analyzing secondary source data and writing brief reports or summaries to more complex assignments involving the analysis of primary data (e.g., surveys, key informant interviews, focus group data).

This is a full-time position based in Islamabad.

Responsibilities:

  • Contribute to the design of monitoring, evaluation, and research assignments by advising technical teams on sampling and analysis methods. S/he will choose the most appropriate sampling methods that fulfill technical and management requirements.
  • Develop robust data analysis plans specifying the most appropriate statistical procedures and tests appropriate for deriving conclusions and inferences and ensuring the reliability of results.
  • Work closely with the technical and assignment teams to design various types of research instruments. Contribute to piloting and pre-testing research instruments and revising instruments based on the results of pre-testing exercises.
  • Support technical teams in managing field research and primary data collection.
  • Develop and/or implement reliable tools and systems for data entry and data processing.
  • Review collected data and process it for final analysis.
  • Undertake qualitative and quantitative data analysis. Ensure that the technical teams are provided with the right guidance on using the most appropriate analytical methods.
  • Ensure the implementation of systems that ensure data quality.
  • Collate and analyze secondary data, ranging from project data and government statistics to published reports and open source databases.
  • Organize and conduct in-house training activities on statistical design and analysis techniques.
  • Write short briefs and summary documents for a wide range of audiences (in English).
  • Produce graphs, charts and tables that synthesize information or convey findings.
  • Develop presentations and talking points.
  • Undertake other tasks as assigned by the supervisor.

Qualifications:

  • Master's degree in social sciences or a relevant field. Candidates with formal qualifications in statistics or econometrics will be preferred.
  • At least seven (7) years of hands-on research experience with a strong command of a broad range of sampling, data management & processing, and data analysis techniques.
  • In-depth knowledge and experience in statistical analysis methods covering both descriptive and inferential statistics.
  • Prior experience in the international development or public sectors.
  • Fluency and excellent communication skills in English.
  • Excellent skills in Microsoft Office (i.e., MS Word, Excel, PowerPoint) and various statistical software such as SPSS, STATA, MaxQDA etc.
