In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking a behavior change communication (BCC) specialist for a rapid assessment of the communication component of the community resilience activity implemented by USAID/Pakistan's community resilience office (CRO). The assessment seeks to establish a baseline of current knowledge and practices relevant to community resilience and identify if communities experience a change in knowledge and behavior that can be plausibly linked to program interventions. The results of this assessment will also inform the design of similar future programs.

The assessment will begin in or around June 2018 and finish by the end of November 2018. The anticipated level of effort for the BCC specialist is approximately 50-55 days. The assessment team will include a team leader, BCC specialist, research assistants, data analysts, and other support as necessary.

Responsibilities:

In collaboration with assessment team lead and MSI staff, the BCC specialist will:

  • Participate in a team planning workshop to design the assessment.
  • Support the team in developing/refining data collection instruments, a data collection plan, and a data analysis plan.
  • Participate in a briefing with USAID/CRO staff prior to field work.
  • Conduct key informant and group interviews with government line departments, project beneficiaries, and community members.
  • Write notes of key informant and group interviews.
  • Assess the project-generated communication messages in a systematic way.
  • Participate in a data analysis workshop.
  • Present results to USAID/CRO and implementing partners.
  • Support the team lead in writing the evaluation report and briefing papers.
  • Undertake other tasks required for the successful completion of the study under the direction of the team lead and MSI staff.

Qualifications:

  • At least a master's degree in a relevant field (social science or a related field) and 10 years of professional experience or a Ph.D. in a relevant field with at least five years of experience.
  • Demonstrated ability to analyze communication methods and strategies.
  • Specific experience assessing resilience and community engagement programs strongly preferred.
  • Fluency in qualitative research methods.
  • Strong interpersonal and verbal and written English communication skills.
  • Excellent analytical skills.
  • Proficiency in Microsoft Office.
  • Experience working in Punjab and Sindh.
