Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:
MSI is seeking qualitative interviewers for the mid-term evaluation of the USAID-funded Punjab Youth Workforce Development (PYWD) project. PYWD is a three-year project intended to enhance stability by improving employment opportunities for at-risk youth and instilling socially constructive attitudes among youth and their communities. The project has three components: community mobilization, institutional development (of public and private sector technical and vocational training institutes), and workforce education and training. The purposes of the assignment are to a) to gauge performance to date, b) recommend areas for improvement, and c) inform a possible follow-on project. The evaluation will focus on the districts of Bahawalpur, Lodhran, Multan, and Muzaffargarh. Qualitative interviewers will be involved in team planning, data collection, data management and processing, and analysis.
The evaluation is expected to begin in May 2018 and conclude in August 2018. Team activities will take place in Islamabad and the program districts of Punjab. The anticipated level of effort for qualitative interviewers is approximately 26 person-days. The team will include a team leader, two sector specialists, two mid-level qualitative interviewers and other support as needed.
Responsibilities:
- Participate in the team planning workshop and in developing data collection instruments, a data collection plan, and a data analysis plan.
- Coordinate with implementing partner staff to organize interviews and meetings for the assigned evaluation area.
- Conduct interviews with project beneficiaries and prepare detailed notes.
- Report regularly to sector specialists, team lead, and MSI support staff in Islamabad on findings from the field.
- Support analysis of qualitative and quantitative data.
Qualifications:
- At least a master's degree and five (5) years of professional experience.
- Knowledge of community development and skills for paid and self-employment, particularly in Pakistan and/or Punjab desired.
- Demonstrated experience with development projects, preferably USAID projects.
- Demonstrated experience in conducting focus groups, interviews, and other qualitative tools.
- Excellent communication skills, especially in written and spoken English. Fluency in Saraiki and Punjabi and/or experience conducting fieldwork in south Punjab desired.
- Fluent in quantitative and/or qualitative research methods.
- Ability/willingness to conduct field work.
