In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.
Position Summary:
USAID's Office of Transition Initiative's (OTI) employs a unique implementation approach that enables it to respond quickly to emerging opportunities and adapt swiftly to changing needs, priorities, and operating environments. The study will examine prospects for institutionalizing OTI's approach to using the grants under contract (GUC) mechanism across USAID/Pakistan Mission programs to improve the ability to adaptively manage other programming. The study will rely largely on review of USAID, OTI, and project documents and approximately 20 key informant interviews. The team leader is responsible for guiding a small team consisting of a local subject matter specialist and PERFORM staff to collect and analyze the data and write the study report.
The anticipated level of effort for the team leader is 50-60 days between May 28, 2018 and August 31, 2018.
Responsibilities:
- Guide a small study team, assessing the strengths of team members and allocating resources effectively to complete high quality assignment deliverables on time.
- Develop a structured document review approach and apply it to reviewing background documents on the grants under contract mechanism and OTI implementation approaches and reports on three OTI projects in Pakistan.
- Conduct, or oversee team members to conduct, approximately 20 key informant interviews with USAID, OTI, and implementing partner staff and prepare detailed notes of the interviews.
- Analyze/synthesize the data from the document review and interviews to answer the study questions.
- Develop and present a debriefing to Mission staff on study findings, conclusions, and recommendations.
- Take the lead in writing the study report and addressing Mission comments on the draft report if necessary.
- The team leader is ultimately responsible for producing a high-quality report within the stipulated timeframe.
Qualifications:
- At least a master's degree in social science or a relevant field and 15 years of professional experience or a Ph.D. with at least 10 years of experience.
- Strong social science research skills and fluency in qualitative research methods and analysis.
- Knowledge of USAID's grants under contract mechanism and OTI programming preferred.
- Experience with USAID, preferably with inside knowledge of and experience with the Agency.
- Evaluation experience, especially with USAID, is a plus.
- The ability to travel to Pakistan for periods of 4 to 6 weeks.
- Excellent written and verbal English language skills.
