Position Summary: MSI is seeking a grants officer (GO) for an anticipated USAID/OTI-funded, small grants focused project in Macedonia. The GO will primarily be responsible for developing and tracking activity budgets, conducting grantee eligibility checks and maintaining the grant file for all activities. S/he will manage activity documentation, confirms receipt of goods/services, provides quality control and basic compliance, reviews milestones, drafts amendments, and manages implementation timelines. S/he will maintain regular communication with the grantee and conducts site visits, ensuring that all deliverables are met. The GO will lead grant closeout, ensuring that each grant file is complete and provides M&E support on an ongoing basis.

Responsibilities:
- Ensure effective liaison between project staff and grant recipients; provide project grant recipients with technical advice and assistance in areas such as financial management, and financial sustainability, procurement requirements and implementation planning.
- Liaise with communities within the area of responsibility to assist the program development officers (PDOs) with the development of projects and guide the implementation of projects; develop and maintain friendly, open, and professional relationships with local counterparts, beneficiaries, and other international organizations as well as local and national authorities.
- Provide weekly updates on grant implementation to the rest of the program team.
- Review with the support of the PDOs all grantee deliverables for the final approval by the chief of party (COP).
- Create and edit budgets for grant agreements in coordination of the PDOs.
- Track any changes in the financial needs of an activity and modify budgets as necessary using the activity database.
- Ensure proper negotiation of the terms and conditions for sub-grants (both cash and in-kind) and review and analyze budget estimates (for cash or in-kind grants) for allocability, reasonableness and consistency.
- Under the direction of the operations manager (OM), ensure full compliance with the policies, practices and procedures relating to all aspects of grants discussed in the activity manual. This includes specific procedures relating to grant development, grant awards, grant implementation, grant monitoring and evaluation and grant close-outs.
- Ensure the proper preparation and execution of grant documents and grant disbursements consistent and compliant with USAID and MSI requirements, procedures and best practices.
- Complete excluded party verifications and negotiation memos.
- Maintain accurate and timely program and grant documentation in electronic, hard copy and back-up copies, and ensure that completed grants are closed in a timely way according to deadlines.
- Support the M&E officer with data collection, as needed, and with contributions to the final evaluation reports.
Qualifications:
- Bachelor's degree in business, organizational development or public administration preferred.
- Experience working in grant programs with USAID, specifically with cash and in-kind grants, highly desired.
- Task-oriented and able to work independently and within a team to meet deadlines.
- Excellent organizational skills and the ability to handle multiple priorities in a fast-paced environment.
- Basic knowledge of USAID procurement systems, inventory management and/or grant management desirable.
- Must be able to use the Microsoft office suite and have familiarity with the use of databases for tracking inventory, actions and reporting.
- Proficiency in spoken and written English.
- Experience with USAID or another donor.
