Project Summary: **

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking an evaluator/team lead for a mid-term evaluation of the USAID-funded Punjab Youth Workforce Development (PYWD) project. PYWD is a three-year project intended to enhance stability by improving employment opportunities for at-risk youth and instilling socially constructive attitudes among youth and their communities. The project has three components: community mobilization, institutional development (of public and private sector technical and vocational training institutes), and workforce education and training. The purposes of the assignment are to a) gauge performance to date, b) recommend areas for improvement, and c) inform a possible follow-on project. The evaluation will focus on the districts of Bahawalpur, Lodhran, Multan, and Muzaffargarh. The evaluator/team lead will manage a team of local subject matter experts and analysts. S/he will be involved at all stages of the evaluation, including refining the evaluation design and data collection instruments, work planning, data collection, data analysis, validation of evaluation findings, and writing the report.

The evaluation is expected to begin in May 2018 and conclude in August 2018. Team activities will take place in Islamabad, Lahore, and the program districts of Punjab. The anticipated level of effort for the team lead is approximately 60 person-days. The team will include two sector specialists, two mid-level researchers, and other support as needed.

Responsibilities:

In collaboration with MSI staff and team members, the team leader will take the lead in:

  • Managing the activities of the team, drawing on the strengths of individual team members, to produce the best possible evaluation report.
  • Refining the evaluation design and methods and leading the team planning workshop;
  • Developing data collection instruments, a data collection plan, and a data analysis plan;
  • Briefing USAID staff prior to field work;
  • Guiding the fieldwork and ensuring the quality of the information collected;
  • Conducting interviews with project stakeholders and documenting notes from interviews conducted;
  • Reviewing the work of assignment team members and ensuring quality of interim work products;
  • Guiding the qualitative and quantitative data analysis;
  • Presenting results to USAID and implementing partners; and
  • Writing the evaluation report and briefing papers.

The team leader is ultimately responsible for completing a high-quality evaluation within the stipulated timeframe and meeting key milestones during the course of the assignment.

Qualifications:

  • At least a master's degree in economics or another relevant field and 15 years of professional experience; or a Ph.D. with at least 10 years of experience.
  • Demonstrated social science research skills and fluency in quantitative and qualitative research methods and analysis.
  • Significant evaluation experience. Specific experience in evaluating community development approaches including youth employment, skill development, and behavior change desired.
  • Demonstrated experience evaluating USAID projects and project/team management.
  • Familiarity with USAID and USAID evaluation policy.
  • Excellent communication skills, especially in written and spoken English.
  • Ability/willingness to conduct field work.
