ProjectSummary:
The Increased Demand and Engagement for Accountability (IDEA) Activity will aim to strengthen Sri Lanka’s civil society sector, with an emphasis on working in all regions of Sri Lanka and supporting civil society organization (CSO) participation in national and local governance processes.
Position Summary:
The regional finance and grants manager will report to the northern regional manager, and collaborate closely with the finance manager and grants manager based in Colombo, Sri Lanka. S/he will manage financial matters of the office and grantees and ensure that all transactions comply with relevant MSI and USAID regulations. In addition, s/he will be the point person for financial matters related to grantees, partners and staff based in the Northern Province.

Responsibilities
· Manage cash and maintain all financial records for the Northern Program and provide periodic reports as required.
· Perform monthly financial accounting for verification; replenish petty cash.
· Handle limited procurement, asset management and maintenance of inventory list with periodic updates.
· Supervise drivers and office assistant, support payroll management, and ensure adherence to Sri Lankan labor laws.
· Support technical staff and partners in budget preparation and budget monitoring.
· Conduct pre-award surveys and due diligence exercises with respect to the financial and administrative aspects of potential grantees.
· Support in meeting government and donor reporting requirements.
Qualifications:
· Minimum of a bachelor’s degree in commerce, accountancy, management or related field.
· Professional qualifications in accountancy.
· Five (5) years of hands-on experience, preferably in a field location of a relief, development or advocacy agency.
· Experience in working for a USAID contractor will be an advantage.
· Fluency in English and one national language required; proficiency in a second national language desired.
· Conversant with MS Office applications.
· A good understanding of and commitment to gender and diversity considerations.
