Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:
MSI is seeking an evaluator to participate in the evaluation of USAID/Pakistan's Electoral and Democratic Support Project (PEDS). PEDS is a portfolio of election programs, implemented by four different partners nationwide, to promote more transparent, accountable, inclusive, and responsive electoral and democratic processes.
The project uses an integrated approach and is working with electoral entities throughout the electoral cycle. It focuses on building the institutional capacity of the Election Commission of Pakistan to plan and manage free and fair elections throughout Pakistan, with improved transparency. It also focuses on strengthened citizen electoral participation, paying special attention to greater inclusion of women, minorities and people with disabilities, civil society organizations, as well as facilitating electoral reforms that have public support. Lastly, the project is working closely with Pakistan's political parties to facilitate inter-party and parliamentary cooperation, capacity, responsiveness, and inclusion throughout the electoral cycle.
The evaluation consists of a large secondary data review, key informant interviews, and two surveys to be conducted post-election. The evaluator will lead the document review, analysis, and report writing for the evaluation. The candidate should have excellent evaluation, analysis, and synthesis skills and will be expected to work in collaboration with an elections expert.
This position is based in Islamabad, with limited anticipated travel for meetings and interviews. The anticipated level of effort is approximately 96 days, with a period of performance from April 2018 – November 2018.
Responsibilities:
- Review program reports and other documents; provide direction to the document review for the team.
- Design and lead collection of primary and secondary data.
- Lead the analysis of secondary and primary data collected in the evaluation.
- Participate in meetings/interviews with USAID and implementing partners.
- Writing the final evaluation report.
Qualifications:
- At least a master's degree in social sciences, public policy, economics, or other relevant field and 10 years of professional experience or a Ph.D. with at least 5 years of experience.
- Experience participating in evaluations of USAID projects.
- Excellent research and analysis skills.
- Fluent in quantitative and qualitative research methods.
- Knowledge of Pakistan's electoral processes.
- Previous experience in elections evaluations is an asset.
