ProjectSummary:
The Increased Demand and Engagement for Accountability (IDEA) Activity will aim to strengthen Sri Lanka’s civil society sector, with an emphasis on working in all regions of Sri Lanka and supporting civil society organization (CSO) participation in national and local governance processes.
Position Summary:
The monitoring, evaluation and learning (MEL) officer’s primary responsibilities will be assisting the MEL manager with managing project activities, and supporting and managing all monitoring and evaluation (M&E) processes, including designing M&E plans and collecting and analyzing data. S/he will provide training and support to program officers in data collection and data integrity.

Responsibilities:
- Provide management support and technical expertise for the project’s M&E processes in Sri Lanka; assist with managing the project’s M&E plan, including collecting, recording, and analyzing data and maintaining M&E database.
- Support the program’s sub-grant component, including identifying local partners, designing activities, and supporting development of M&E plans.
- Help ensure the integration of USAID Collaboration, Learning, and Adaptation (CLA) approach and principles into current and future programming.
- Help manage the project’s overall learning agenda to derive lessons learned and best practices from project activities, and contribute to quarterly program evaluations.
- As needed, represent the project at external events and effectively coordinate with local civil society organizations (CSOs), government, and donors.
Qualifications:
- University degree (bachelor’s or higher).
- Minimum of five (5) to seven (7) years of experience managing and supporting project M&E of donor-supported activities, including designing M&E plans.
- Ability to understand and determine appropriate evaluation questions that can determine and measure project impact.
- Fluency in English and one national language required; proficiency in a second national language desired.
- A good understanding of and commitment to gender and diversity considerations.
