Position Summary:

The provincial field manager will coordinate and provide oversight of the activities of all third-party monitoring staff within the specified geographic area. The provincial field manager will be required to coordinate the schedules of field staff with the implementing partners of State Department-funded projects in specified areas of Syria. S/he will also conduct preliminary QA/QC of the data collection process and field reporting in accordance with the standards established by MSI. S/he will be responsible, in most cases, for cleaning and analyzing data collected by field monitors. The provincial field managers will report to the technical director in Washington, D.C. or a regionally-based manager, and will be required to contribute input to the technical director for monthly, quarterly, and annual reporting.

The provincial field manager will supervise a staff of third party monitors and will be responsible for providing leadership, training and professional development to staff throughout the project. This position will require travel to districts and communities within the province or assigned territories.

Five provincial field managers are needed, one in each assigned territory: East Aleppo, West Aleppo, Idlib, “Hasakah/ Raqqa” and Rif Damascus.

Responsibilities

  • Serve as the main contact and liaison with the technical director (or other company designee) to ensure proper implementation, adequate monitoring, and sufficient coordination of all field activity occurs.
  • Coordinate with implementing partner staff regarding the monitoring and verification of activities of those partners.
  • Oversee and manage the operations and activities of field monitoring staff within the province.
  • Closely track and assess program-related and external developments at the field level, and provide progress reports to the technical director
  • Work closely with US-based staff to review all data collection tools and templates; provide feedback as appropriate.
  • Work closely with the technical director (or other designee) to ensure field staff accountability for data collection and reporting.
  • Review incoming data/reporting for strength, completeness, consistency, clarity, and accuracy.
  • Implement data quality assurance activities such as data verification and spot checks of data collected by field staff.
  • Provide supplementary training to field monitoring staff as required and provide continuous feedback to field monitors on how to strengthen their data collection techniques.
  • Draft and submit reports to the technical director on project activities and progress as required.

Qualifications

  • Demonstrated educational experience of at least a bachelor's degree in relevant field of study. A master’s degree is preferred.
  • At least eight (8) years of relevant experience in a role that requires application of results-oriented M&E.
  • Significant experience working with international companies, agencies or non-profit institutions.
  • Significant experience in analyzing qualitative data and moderate experience analyzing quantitative data using basic analytical techniques.
  • Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
  • Demonstrated ability to provide effective leadership, manage teams, and transfer advice and knowledge to team members.
  • Demonstrated knowledge of, and ability to effectively communicate, key M&E principles and concepts.
  • Demonstrated excellence in oral and written communications; ability to effectively communicate in both English and Arabic with a wide range of audiences.
  • Demonstrated ability to work both independently and in a team-oriented environment
  • Analytical mind, with strong attention to detail.
  • Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turn-around.
