Project Summary:
The Mali Sub National Governance Project (SNGP) focuses on Public Financial Management and consists of three components. 1) Strengthening the national and regional PFM systems, 2) improve coordination and communication between national and sub-national government and civil society, and 3) Improve the capacity of the Controle General des Services Public (CGSP) to conduct Performance audits and meet international standards and to monitor public spending and service delivery at the national and sub national levels. MSI leads component 3 of this project.
Position Summary:
MSI is seeking a French-speaking consultant to undertake a training of trainers (ToT) program for Mali’s Supreme Audit Institution (SAI) – Controle General des Services Publics – on performance auditing. MSI has provided CGSP auditors detailed training on tools and methods for conducting performance audits based on ISSAI (International Standards of Supreme Audit Institutions) and U.S. GAO (Government Accountability Office) performance audit standards[1]. For the past year, CGSP auditors have successfully undertaken performance audits based on the MSI provided training. CGSP is now tasked with providing performance audit training to the internal audit units of several Malian ministries. Thus, a ToT program is essential for CGSP to build the capacities of the government’s internal audit units.
MSI has developed a 5-day ToT training curriculum that it has successfully delivered for SAIs in several countries. The curriculum includes 3 days of refresher training on performance auditing and 2 days of facilitation training. The training curriculum includes numerous classroom and table exercises that ensures a participatory approach to understanding and mastering performance audit and facilitation skills. MSI will provide CGSP two ToT sessions each lasting 5 days. Over this two-week period, about 30 CGSP auditors are expected to participate in the ToT program in Bamako.
The MSI team that developed the curriculum (a performance auditor and master trainer) will work with the consultant to master the curriculum. The selected consultant and the MSI team with then deliver the training in Bamako in the spring of 2018. The consultant will also provide a final report on the results of the ToT program.
Qualifications:
- At least 10 years of experience as a performance auditing for either a Supreme Audit Institution, Inspector(ate) General or a government internal audit unit;
- Demonstrated experience consulting with SAIs or government internal audit units to build their audit capacities;
- Knowledge of ISSAI 3000 -- international standards for performance auditing;
- Demonstrated experience undertaking TOT programs;
- Strong facilitation and training skills, using a participatory approach;
- Master’s degree in public administration, auditing, or similar fields;
- Fluency in French and English (required).
