Project Summary:**
The United States Agency for International Development (USAID), program office requires support to assist USAID/South Sudan to effectively monitor, evaluate, and relay information about funded interventions. The Monitoring and Evaluation Support Project (MESP) provides USAID/South Sudan with flexible, demand-driven technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities.
The purpose of the Partner Liaison Security Office (PLSO) is to facilitate communication between USAID/South Sudan and its implementing partners (IPs), and among the IPs operating in South Sudan, to enable them to better use and share unclassified and publicly available security information. USAID has an interest in determining whether there exists a consistent and appropriate level of safety and security support for IPs. The objective of this assessment is to assess the effectiveness, appropriateness, value and impact of PLSO support of IPs, vis-à-vis making make informed decisions about risks and their own security, the primary objective of the PLSO contract and provide recommendations regarding a potential follow-on contract.
Position Summary:
MSI MESP seeks a team leader for an assessment of the PLSO contract in South Sudan. The team leader will take full responsibility for managing the team, organizing its work, and ensuring quality control and delivery of a final report acceptable to USAID/South Sudan. The estimated level of effort (LOE) is 40 days.

Responsibilities:
- Manage the evaluation team, including organizing its work and managing the logistics of the assessment.
- Ensure quality of all deliverables submitted to USAID/South Sudan .
- Conduct data collection for evaluation, including review of documents, quantitative analysis, interviews, and focus group discussions.
- Take leadership in drafting the assessment report in accordance with USAID guidelines.
- Analyze and assess all data collected according to the approved work plan and methodology.
- Lead the finalization of deliverables by incorporating USAID comments.
Qualifications:
- A master’s degree in related field.
- At least 10 years of experience in security operations and assessments.
- Strong skills in assessment and analysis of security operations and disseminating security information.
- Extensive experience working in East Africa, South Sudan, and/or similar conflict environments.
- Facilitation experience, experience leading participatory assessments.
- Experience arranging meetings, setting up travel schedules for assessments, reporting on meeting outcomes, and generally managing the logistics of the assessment.
- Experience in implementing or assessing the following:
- Security Services for NGOs/Implementing Partners.
- Management of remotely-based field projects in post conflict regions.
- Conducting, analyzing, and using quantitative and qualitative data.
- Strong analytical and report writing skills.
- English fluency is required.
