Project Summary:
In 2010 PPL began developing a series of reforms to operationalize USAID Forward and improve the effectiveness of its development programs. Organized around the “Program Cycle” framework, these reforms intend to revitalize mission strategic planning and or CDCS process, ensure that USAID projects are designed to align with these strategies, and systematically monitor implementation and performance so that USAID continues to improve its policies and practices, reinforcing ongoing learning and adapting to achieve better results.
In September 2016, the revised ADS was widely disseminated throughout USAID. These reforms are intended to change the way USAID considers performance monitoring. While in the past performance monitoring was often segregated by implementing mechanism, now USAID missions are asked to develop a mission-wide PMPs that aggregates indicators across instruments and projects to assess combined progress to achieving the mission’s strategy.
MSI has worked alongside PPL since 2011, first under the Program Cycle Service Center, and currently on ISSC under the prime contractor, Highlight Technologies. The award is in its first year with four (4) possible option years until 2022.
Position Summary:
The USAID Institutional Support Services Contract (ISSC) project requests the services of a mid-level performance monitoring (PM) specialist to assist USAID’s PPL Bureau in building USAID mission capacity and facilitating a process of change management in support of its performance monitoring reforms across the program cycle. The specialist also provides direct technical assistance to USAID Missions implementing ADS guidance on performance monitoring.
Responsibilities:
The Performance Monitoring Specialist will support PPL in a number of different ways, including:
· communicating with missions on program cycle-related issues.
· Supporting USAID to institutionalize performance monitoring practice and policy as part of the program cycle.
· Liaising routinely with PPL/LER and PPL/SPP as appropriate, to stay current on USAID’s latest performance monitoring policies and practices, as well as their relationship to broader program cycle issues.
· Coordinating and providing support to Missions on performance monitoring (PM) and operationalizing the PM standardized mission order.
· Supporting ADS 200 compliance and best practices by Missions.
· Creating tools and checklists to help guide mission staff through the process of daily performance management from activity to project and strategy-levels in the program cycle.
· Updating performance monitoring guidance to reflect updates to performance monitoring policy
· Supporting communication efforts to ensure the updates to performance monitoring policies are understood across missions and Washington bureaus.

USAID Clients: The PM specialist will work directly with USAID on the tasks and deliverables. However, USAID personnel may be directly hired by USAID or contractors with other entities. Deliverables: The specialists will regularly update the MSI Technical Director, Mary Liakos, on activities and deliverables.
· Mission-focused tools and templates for performance monitoring
· Trip reports from any TDYs to USAID missions
· Providing training and technical assistance, and supporting performance monitoring compliance requirements.
Qualifications:
· US citizenship required.
· Active USG security clearance.
· A bachelor’s degree with 10 years’ work experience, or a master’s and five (5) years’ experience.
· Experience on indicator selection and performance management plan or monitoring and evaluation plan development.
· Knowledge of the USAID program cycle, USAID ADS 201 industry performance monitoring methodologies required.
· Skills in promoting process improvements and maintaining client confidence while facilitating a process of change management.
· Demonstrated flexibility, a problem-solving attitude, capacity to work within complex teams, and ability to thrive in a fluid environment.
· Ability to travel and work remotely in coordination with multiple stakeholders in different geographic locations.
· Previous international development experience that encompasses performance monitoring and reporting responsibilities is desired.
· Extensive experience with Excel required.
