Project Summary:

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design and learning, enabling them to better target their programming and achieve their goals and objectives .

Position Summary:

The performance monitoring (PM) advisor is a senior level-position and member of the PERFORM senior management team. The PM advisor is responsible for overall management and quality assurance of all performance monitoring and learning support activities assigned to PERFORM's PM unit. This includes engaging regularly with USAID/Pakistan to ensure that performance monitoring products and deliverables are useful and meet the information and management needs of USAID/Pakistan. The PM advisor is responsible for providing relevant technical guidance to USAID/Pakistan, overseeing the design, planning, and budgeting of each performance monitoring activity, identifying appropriate staffing levels and securing and supervising qualified staff, overseeing the execution of agreed upon work plans, field work and research, and ensuring the timely delivery of high quality deliverables to USAID/Pakistan.

Responsibilities:

  • Lead PERFORM's engagement with USAID/Pakistan to design and conduct performance management and third party monitoring assignments that meet USAID/Pakistan's information and management needs.
  • Lead and/or oversee the design of all performance monitoring assignments.
  • Review and finalize all assignment work plans for activities assigned to the performance monitoring unit.
  • Provide technical guidance and supervision to short-term consultants who are undertaking performance monitoring-related assignments.
  • Ensure that all assignment work plan deliverables are of high quality and delivered on time.
  • Participate as a member of the PERFORM senior management team to support client-focused engagement with the Mission and to create a work culture that promotes respect, communication, collaboration, learning and excellence.
  • Provide technical assistance to USAID/Pakistan and implementing partners to design, improve, and incorporate logical frameworks and logic models into their projects and activities.
  • Lead PERFORM's technical support to USAID/Pakistan's M&E community of practice.
  • Mentor and contribute to the professional development of PERFORM M&E staff.
  • Collaborate regularly with other PERFORM technical units to create synergies that contribute to improved products and services.
  • Travel outside of Islamabad as required to support data collection, capacity building and other off-site activities.

Qualifications:

  • M.A. degree in research methods, social science, development or a related field (or career/experience equivalent).
  • At least 12 years of experience in performance management for international development programming, preferably in developing countries, project management, monitoring and evaluation, and project design.
  • Five (5) years of supervisory experience.
  • Previous experience working in Pakistan is desired as well as experience in conflict-affected countries.
  • Experience conducting project monitoring, baseline surveys, and project data analysis.
  • Proven knowledge of international best practices on project design, implementation and learning .
  • Must possess excellent interpersonal, writing and presentation skills.
  • Proven capacity to manage activities in a multi-cultural environment and providing consulting services to help clients analyze problems, devise solutions and adopt solutions.
